Report a translation problem
If another CMDR is in the instance - (say open or the same private) and you are board flipping or hard resetting the board - the board will actually hold the same missions till he/ she either leaves, takes one, or you go to solo then reset the boad manually by uncoupling, then redocking.
But, the solution to flip a board, without re-instancing is thusly -
1: state? is the state away from the BGS tick every day at GMT 5 PM server time? if it's more than 2 hours in any direction, swap to outfitting and back every 10 minutes to check board refresh.
2: is the state about to turn? log to main - then back into the same instance you were in - BGS will have updated, follow above formula to reset the entire board every 10 minutes.
3: unfavorable BGS state? time to work your BGS if you want better board spanws - that and the rank that conincides with the mission you need to pick up
Superpower rank also plays a part too.
If the board is NOT spawning you any missions, or the missions that spawn are not what you want, there is usually a reason - a BGS reason - depending on your area of space - contact your local control Moff from PP you are in - and talk to them to see what the BGS goal is for system - you will find better contracts for missions that way, as the BGS dudes/ dudettes, usually know whats what.

I seem to recall a dev comment saying that its between 5 and 60 minutes. Its not on a set timer or something.
