Start with Clean Drive Tuning. A high-tier Clean Drive setup allows you to be very aggressive with your weapons, but also contributes a massive amount of agility and engine power over stock. Better yet, G5 Clean Drives are wonderfully cheap on resources.
You can also modify your Reactor to run colder. Even a small increase in Reactor efficiency goes a long way, since you're directly modifying the ship's cooling system, causing your ship to gain heat more slowly and lose it more rapidly in addition to running much colder. This will cost you some reactor output, but it may be well worth it.
And finally, you can tackle the Railguns themselves. For my two cents, this should be your final solution rather than your first choice - running cold rails means sacrificing firepower and range, I personally am loath to do that.
First, is the power you can alot, to your ship, being vastly over the powerdraw, can be a problem for a courier, as the plant will generate heat, even if modded to be cold.
OC 1 should more than suffice to give you the power you need to run a build without sacriciing too much plant integrity and heat generation.
DD5 are fine on a courier, you need to keep the powerdraw down, so, DD5 is better than cleans in this case.
Strap a Class 3 Biweave with thermal modding, (or class 3 Standard with thermal modding) be aware the more heavy duty 5s you run in terms of shield boosters, the more passive thermal load you will be burdened by-keep the boosters to 2, both resist 5
Take a sink with extra ammo, and a chaff launcher.
Since you are a gutamaya with no shield sustain, take some class 2A banks wtih specialized G2 -thermal reduction, and jule increase
1/ 20 rolls.
For the rest of your core internals, a A rated Sensor and Life support with G5/ G3 (max grades) for lightweight respectively,
this will allow you to get a secondary 1/ 3 rolls at max grades, that decrease power draw, and also reduce your weight, making your icourier better in terms of it's only benefit, agility.
Lastly for rails, there really are only 2 good mods for your icourier, and id use both, but paired in a way to reduce the thermal and power consumption.
Lightweight mod, for power reasons, apply a Plasma Slug, this will be used to spam, without much power taken from your distributor or plant, and the G5 lightweight, will give you a thermal decrease, 1/ 6 rolls
Sturdy mounts on the other 2, not for the armour pen, (doesnt matter on a rail) but for the decrease to thermal reduction-put feedback on one, and either vanilla mod, or super pen the other rail-up to you. your a very [Primary] thermal heavy build anyways.
if you lack power to run well, more lightweight variants.
Lastly the distributor should be Charge Enhanced 5, with a focus being towards your system capacitor,
the burst from the rails should negate any problems in weapons, as long as you keep the cap up, but the larger inherent icourier problem is her shields, so having the extra cap power and charge, in sys, will help you out, when you need to purge a sink, or chaff, to prevent heat spikes and malfunctions

Trip rails on an A rated Courier leaves you (without mods) 89% power capacity - 97% if you use enhanced drives (Why wouldn't you)
On a courier, you have to cut the thermal load down as you'll have little room for the rest of your modules otherwise - particularly if you want to shield tank it's paper hull
G5 sturdy has a chance of reduced power draw as well
