You could check Cleve Hub in Eravate. It has a Viper Mk III which is in your pricerange and a good upgrade for combat.
I ended up in Ackerman Market since I thought that might be a Shipyard as its a "Market" XD

So if you want to get access to Sol then you need to get the rank of petty officer. You do this by doing missions for minor factions which are aligned with the Federation. Minor factions are the smaller factions which are present in each system. On the mission board you can see a federation symbol next to the contacts name which indicates that those are missions which will increase your reputation and rank with the Federation (or empire).
Once your ranking progress shows 100% you have to check mission boards for a naval mission which rewards the next rank on completion.
Then there are the Powers from powerplay. You can pledge for a power via the galnet menu or on the left panel in your ship. By gaining merits for a power you can get certain payments and bonus or special equipment depending on what power you pledged for. But powerplay is all a bit complicated, so I don't feel like trying to explain that here. I never really did powerplay myself, I think it's badly designed.
Buying cheaper will also reduce your rebuy.
