Where do I buy passenger cabins please ?

I am new to the game today, I have a Cobra MkIII and would like to do some passenger missions but cant work out where I buy a passenger cabin from ? Firstly should it be listed under Optional Internal in the outfitters and also do I have to be at a ceratain base/system ?
