I've accidentally stumbled upon 15 of those in an imperial aligned system with a war in it a few weeks ago.. But I've heard they might be more common in "Outbreak" state systems..

Look for Encoded Emissions USSs.

Same with Core Dynamics Composites and Biotech Conductors I think it was.. They spawn in their Federal/Independent counterparts..

The Core Dyn. Composites spawned in dozens near the Moon (= in Moon space) in Sol... strangely. I found 3 USS with them within 5 min.

Maybe you can find the Imperial Shielding in Achenar near one of the three Moons with Stations.

Imperial Shielding spawn in Empire space, systems in Outbreak. You find 3..5 of them in High Grade USS.
