I've checked again and I am definitely at the correct station in the correct system with a black box that I got in the system the mission says.
So looks like you may wanna take another look around the area. :)
#edit: no idea if this is a bug or intended, but if it's intended the mission statement should change to reflect that, i.e. they should be telling you to collect "boxes", plural.
What you need to do is either advanced discovery scan the target system, if you don't have an advanced discovery scanner then you'll have to drop out at the nav beacon and target it and point your ship at it.
When the scan finishes, the mission will update with a target body. You can and only will find the mission specific black boxes in a mission specific signal source near that body.
