keep an eye on Galnet news, they will tell u the state of certain systems and such, and when the next cycle comes around, ull be able to see if 17 draconis is no longer in lockdown

One commander can certainly affect the bgs in a small population system with few or no other commanders taking actions. One commander can also affect the bgs in a larger population system, but it would take more actions from him and the more commanders there are the more actions are required as a sum.
{note was last there 2 days ago, it's a ways out so check its state before travelling, also it doesn't have a shipyard so you have to take a ship to fight in}
If you base all activites worth on the latest exploit then 99% of the game is a waste of time!
CZs are lots of fun if you keep your shields up, killing skimmers? About as fun as stomping cockroaches IMO
