It's been awhile I did passenger missions...

The destinations are always some beacons. If there is no specificly named beacon to match the mission target it should be "visitor beacon"(or something like that). If there is no beacon on the orbit, there must be one or more on the surface. You should drop to a that beacon and scan it (target it and get close enough). For those surface beacon you don't have to land - just fly close enough

I've never had a planet be THE target for the mission. When I get to the system the passenger will indicate what planet the mission target is at but the planet is not the mission target. When I get close to the indicated planet the mission target will become known as a contact that you can then target. You could also, upon entering the system, go to the nav beacon and that should identify the mission target without the need to wait until arrival at the passenger indicated planet to find it. At least that is how it seems to work for me.

Some beacons are on the surface, too.

Very true like tourist missions to Geysers. They still show as a separate target from the planet itself. You have to approach them as if you're landing but do not have to land. At least the ones I've done so far.

Same here, i scanned them "from the sky".

I've had one where I had to darn near land on the planet (and it was 3.66G, and I had no shields, and it was uphill both ways) but it still gave me a distinct destination. Have you tried honking next to the planet to see if the point of interest shows up then?

I ran a couple fed navy rank up missions for rare art. I had to circle the planet a couple times before it would show itself. Didn't show on the radar and I have an A class sensor. I think they wanted me to go for another signal threat 0 then 3 before showing me the mission target. The person at Frontier by the name of Random was off I guess.

on the orbit of that planet you should find radar. You should out super cruise near that radar and scan it. Done

For me it`s passed some time till I figured out that passengers want to visit all points of interest near planet. For me it wasn't obvious what to do
