system security level determines the level, response time, and number of space cops that show up. if you have "report crimes against me" on every time you engage an NPC and it shoits back, cops appear. in lawless/anarchy systems there is no space cops response.
as for low/med/high/haz
it determines the average level if npcs and spawn rate. so you're more likely to see higher paying bounties....because higer level npcs.

system security level only determines security response.
to get more money, rep, your combat rank, and level of the npc matters.
so if you stay in the same system use kws and keep working on it as your system rep goes up your pay goes up.
Derp I misremembered' sec level effects everything out side of the res instances (spawn wise) excepting securtiy forces.
General travel around the system in supercruise is influenced by the security level as well as the system state. Low security systems will see more pirates, while high security systems will see more system authorities etc.
