Having never played EVE a day in my life, I'd say that 'first person EVE' would most likely be the closest approximation you can get. Or maybe 'a less crappy No Man's Sky'.
That said, you can definitely trade, pirate, explore, bounty hunt, buggy race, mine, whatever your heart desires. No limits, no levels, no XP, just you, your ship(s), and your credits.
Or after the story missions, flying around, doing different jobs and exploring stuff?
Add a realistic flighmodel, more complexity and depth (of the backgroundsimulation) and you have Elite Dangerous.
In Freelancer did you want to fly thousands of lightyears to the centre of the galaxy and beyond or just visit local nebulae?
You can do this in Elite.
In Freelancer did you want to fight in a war and influence who wins?
You can do this in Elite.
In Freelancer did you want to transport goods, passangers and data or mine for valuable metals and minerals?
You can do this in Elite.
In Freelancer did you want a realistic and immersive cockpit view and more complex controls?
You get this in Elite.
