use the 3rd tab in the galaxy map. theres a slider which you can move to filter by population :)

Or if OP is asking about players.. check
Most visited systems here: http://inara.cz/galaxy
And CG systems, and capitals of PP...

I'm assuming there is more life out there with Horizons ?
Might sound weird or not quite what you're trying to do, but sometimes I find viewing the galaxy map in "power play" mode an aid in keeping track of the populated area of the galaxy. You get a quick view of all the different colored blobs that make up the bubble. It's also a quick visual way to find systems controlled by specific people or powers.

You could also use the 'Allegiance' Galaxy Map filter and unclick those systems that are not aligned (NONE). As any systems with a population that are not aligned to any of the 3 superpowers should be 'INDEPENDENT'.

E.g. the system I know with the lowest population of 1 is HIP 90024 which has 'ALLEGIANCE: INDEPENDENT'. Colonia has a population of 6 and is also independent.

After playing Elite: Dangerous i can't find any in myself, so I don't know about life elsewhere.

See, the thing is... Outside the Bubble, Colonia, and the six stations along the "Highway" connecting them, there are no "inhabited systems." Once you leave the bubble, the only life you will find are microbes, fugi, and scan data of Earth-likes and Waterworlds.

(disclaimer: The aliens are out there somewhere.... but their "bubble" hasn't been found yet)

It sounds like the population slider is working just fine.... There are just no populated systems to display once you leave the fringes of society.

According to this old thread https://forums.frontier.co.uk/showthread.php?t=229162
there are 27 stations that are considered to be 'outside the bubble' depending on where you define the edge of the bubble.

Missing from that list are the 'Pleiades' stations around or on the way to Maia although could be thought of as Bubble 1.1 or a spur of the bubble:
