Do missions from the mission "board" at stations and/or bases (bases avilable if you have Horizons). Specificly, missions completed from a local group who represents the Federation (the Federation symbol next to the group in the misison tab) will be what you're looking for.
you'll gain a increase in Federation rank % when misisons are complete, and a bigger increase when those Local Federaton groups chnage their view on you (Friendly, allied, etc.)
In short, allow of misisons to do, but Sol also offers discounts on the Federation ships, so useful if you plan to use their unlockable ships.

and dosen`t matter how long you dont do the navy mission, once done if you still been loyal `2` the fed`s, no haters please lol,
you could even go up 2` more ranks once you do a navy mission :)

Find a home system with multiple Federation factions, build up a reputation with them and your rank mission will appear. And make absolutely sure they're Feds. Fed NPCs have a Federation logo on them, working for them increases your rank. Only working for Fed NPCs increases Fed rank.
You can rank up very quickly once you're experienced. I've only been working on my Fed rank for a week and I'm already at Chief Petty, making about a rank per session.
Curious on how you're doing it, I seem to average a rank per 24 hours...slowing down to about a rank to every 48 hours.
Famines and Plagues. I have a network of isolated systems, when they go into Famine or Outbreak I assist and that gets me vast amounts of rank very quickly. Also fits my RP quite nicely.
