if you exceed your powerlimit, modules with lower priority will be deactivated to ensure that more important modules will still get power. The lower the number, the higher the priority.
then again it's jsut for instance, coz that's a terrible prior order :P
there are 2 cases where thusnis important
1) when you deploy hardpponts and need to power weapons (modules like fuel scoop arent likely to used while your hardpoints are deployed so you can go over 100% ppwer.
2) when your powerplant takes enough damage that it drops to 50% output and you want to be able to run away.
you can also turn modules off completely. like if you have multiple SCBs ot a planetary vehicle hangar or some limoet controllers you dont need all the time.
On the last bit. You can also turn of the cargo hatch. Usually saves you a chunk of power.
