Is ther a way to see these hotspots on the galactic map?
If they are pledged to the Empire and especially if they are flying an Imperial Ship, yes, hail them. If they are federation scum, you blast them. If they are neither, you tell them how great the Empire is and that they should join it.
Players are hollow icons on the radar, you have probably seen a few, just didn't know it.

As said, real players have an hollow indicator in your radar, also they are the only ones that have CMDR before their nickname
as how to approach them, be friendly and talk on ingame chat, as soon as they are inside your radar range you can local chat talk with them and they appear on the coms pannel.
Popular systems like CG or engineer systems are going to be populated by players, other than that it's hard to find them, after all 400 billion systems is too much space for you to find regularly other players, even the bouble has a lot of systems so even if most players are there you'd still struggle to find players.
Other good way to engage with players is to join a group that does whatever you like to do in elite dangerous and engage in ther activities.
Galactic academy is one of them, fuel rats, there are exploration groups, groups that are aiming to be minor factions and stuff like that.
If you don't like pvp and wanna still engage with other players you have groups like Mobius that are pve .
I don't like mobius because they split the community. There are many groups that play on open that are completely PvE, you don't have to limit yourself to one group or private play. If you like playing with other players, play on open. Getting attacked for no reason is more rare than O-type stars.
I feel like there's a lot of players who are paranoid of open, probably because of other games *cough* EVE *cough*.
Right, all I'm saying is that you can ( and should imo) still play on open even if you're not interested in PvP. Open is not some big gank fest, the vast majority is just doing missions or whatever, minding their own business. Some like to roleplay and may hail you, strike up a conversation.
