Friend has no fuel, why does fuel transfer limpet have no ammo?
I need help quick xD

You need to buy limpets at a station. It is in the restock facility of the station. You bind the fuel transfer limpet to a fire group, target your friend and fire.

you have to have open cargo space to store the limpets too

LOL. They are limpets. You have to go to the station and load them up. Don't feel bad I still forget them when mining and usually after I'm already in the ring ready to mine.
