I remember seeing some beacons in Ram Tah's system the other day, but the state might've passed out by now.
When you open your Galaxy Map, there is a Map View mode, filter this mode to states (outbreak and famine) and then refilter with the systems you see listed as those states, for goverment type: Anarchy, this will show you all you need to find these 2 states of affairs at all times.

Anarchy, tourism
Tourism vessels count as Trader category ships. Get inside Tourist beacon you have Belugas, Orcas and Haulers(expect Dolphin takes in place here).
A set of one each spawns every 2 minutes so you better bring a fighter to send on the orca while you down the beluga. The respawn is that fast, you don't even need to relog.
On a more serious note, Yuri Grom's capital star system is an Anarchy, and if you are pledged to some different power, you can go hunting there for EGP operatives (a lot of them fly all kind of transports). And for each kill you will also get 30 merits for your power play.
