Anacondas with Base Hull are very fragile. Even a single Burst Laser with a semi-decent roll could kill you relatively quickly, so get that hull upgraded ASAP.
I'd suggest at least 1 AFMU to keep your cargo hatch shut, and touch up modules
And if you haven't, slap an HRP in your military slot and engineer your lightweight alloys if you're concerned with weight
A class 5 HRP will give you 30% more hull strength anyways
Adding on, if he did 9%, that's approximately 80-85 Hull points off your 945 (might be off just a bit). I don't know how much actually sneaks through shields, but he must've been hammering you for a while
As long as you watch your internals, you'll be fine even with damage seeping through, the ones in particular being power plant, thrusters and FSD
Plus, if you didn't, submitting to interdiction brings your FSD back online much faster than your interdicted, so you can both get away and gain ground on them
Stock lightweight alloy, even with the most powerful burst laser (class 4) with a insanely good mod, would take 100 (full burst) strikes to kill a conda.
Conda's hull is not weak, unless you built your conda wrong, even the cutter's hull is not that weak. Unless you did nothing to change it.
Even a class 4 huge hardpoint with phasing, needs to have an insane armourpiercing value to kill your ship by itself through your shields.
If your taking insane ammounts of damage through your shield, my guess, is your being shot by dumbfires with superpentrator, and have little to no explosive resist. This not only cripples the external modules through the shield, but also will breach your hull through your shield, if this is coupled with phasing, you can have some nasty combinations.
Phasing is most effective when striking hull that has been hit with corrosion. That is when the phasing effect really comes into play.
Against big ships it is not as threatening as you think it would be. At best you force them to retreat but you wont likely kill them.

Penetrator Missiles do not go through shields. And the likelyhood of a Vulture using missiles at all is miniscule.
Phasing sequence is the only way to attack your hull with your shields up.
(Reverb torps/mines) can damage your shield generator while your shields are up but not your hull.

There is a reason i used the word, Dumbfire rocket, as there are 3 brands of missiles:
Seekers, Packhounds (Seekers) and Dumbfires.

Missile Icon which Morrowind's Most Dangerous N'wah referred to is the Shield Breach which can be seen in the picture. That is in other words Phasing Sequence special effect.
If he was to be shot at by Penetrator Missiles, he would see the Hull Breach icon.
Penetrator missiles enable you to damage internal modules unlike unmodded ones which damage external ones. It is all about the HULL not SHIELD penetration as Ildryn pointed out already.
