Well, you can use a additional USB Numpad = 18 additional Keys.
As alternative use the fake F16 MFDs (44 additional Keys) from Thrustmaster but that's more expensive than Voice Attack.
Or get a Hotas ! (180 € - 250 €uro) ;-)
Or buy Voice attack and use it for other games too... ;-)
I use it for Space Hulk Deathwing, and shouting out "To me, my Battle Brothers !" is much more fun than pressing F2 + F... (it's priceless, but other may think you have lost your mind) ;-)
You can even use voice attack to control teamspeak... (Talk to channel for X seconds or until saying "Over", change channel with a voice comand,...)
Even just owning the basic software, allows you to write your own commands for VA, which can include macros.
Add a Voice pack, for applicable game(s), and you can get a whole new layer of depth.
It is very customizalbe,

are you asking how to set up the VA software and make commands?
Im pretty sure HCS voice pack, has a whole youtube playlist dedicated to setting up the software, and even installing and using the various packs you may pick up, along the line.
