[Steam Deck Beta] "No controller connected" error for all games

ISSUE
On rare occasions, there will be a no controller connected error screen when opening the controller settings for any game. The error happens on a per-boot basis—when the Steam client is launched, the error will either always appear for every game or will never appear for any game, until the client is rebooted.

I encountered this bug for the first time shortly after installing the Oct 10th beta update for Steam Deck. It has occurred 3 times since the update, out of a few dozen or so sessions in total.
