If it is a simple adjust you may be able to do it in the in-game "Controller configuration" inside Big Picture.
My solution-
1. unplug controller (this seemed to be what i was missing as this is what allowed me to open my genereal settings and resolve the issue).
2. open steam settings and click "general controller settings"
3. now you should be able to see list of controllers and the one you configured should be selected with a check mark. simply un-click this and plug your controller back in and it should work properly again, worked for me hope this helps guys.
i did everythin you said but it didn't work. when i press any button it starts to go up always. help me somebody pls!!!!!!!!!
Are you testing in a game? Big Picture mode? Desktop? The problem happens everywhere?
Assuming you are talkin about the Steam Controller the first thing that comes to mind is that the gyroscope is on.
For some reason the configuration of the gamepad in Steam Link made it stop working when connected directly to the PC. This post is old but helped me to fix it, so I just wanted to say thanks guys. Very appreciated.
Right click your game > properties > general tab > "Steam Input Per-Game Setting (Requires Restart of Game) > FORCED OFF
So even though when you plug in your controller it pulls your cloud data this should disable it when you load your game (and perhaps you can reset the controller in-game?)
Proof of fix, I use a unique controller for fighting games and noticed on Linux when I plugged in my controller it pulled the janky cloud settings (made a while back in Windows) which dropped inputs and made the game unplayable, though it worked fine with a separate controller of the same type.
Forcing off input per-game setting makes the controller work flawlessly, when I turn it back on the controller stops working.
Seems like we should be able to delete our cloud configs but this is a pretty easy fix.

I did try one thing he said, to delete the controller settings in VDF, but it just recreated it exactly with the broken calibration. Trying to find a way to reset the analog stick calibration, as they were way better before manually calibrating. You should see my clear articulated messages with numbered bulletin points to support, and what I am getting in reply. It's mind boggling to say the least.
