Looks like walking speed on other dinos change though so that points it to being a flyer issue.
Think it may be a bust trying to adjust vanilla settings going from what others have been saying - Looks like the job for a mod.
If you do go down the mod route, just make sure to avoid Classic Flyers. That one is known to be bugged with overspawns (had an awful lot of complaints on this board about it) and has never been fixed. Look for another one instead.
Besides, if there are other flyer mods which do the same thing without having to disable spawns for any creatures at all, why not use those over one which is known to have issues, no matter how many different creatures those issues affect?
Honestly we probs gone off topic here, there is several issues with classic flyers, i do agree, but in the same token all of these are solved via ini settings, it all depends on what sort of server you are running, and within the game user settings it will also solve said issue, you can adjust the speed multiplier via settings eg.

PteraSpeedMultiplier=0.6
I have not found a flyer mod that comes close to what classic flyers can do if you look deep into the settings and tutorials, also this is the only mod i have found to edit the speed multiplier without issue
