If you want to find them more consistently you could try the swamp cave (which ironically is located not in the swamp but in the redwoods), however the air in there is poisonous and the heat intense so you need some special equipment to survive. Might not be cost-effective for you as yet.
I would say just try to move around the swamp a lot. Go from one end to the other and back again, and keep attacking every so often as you move to see if you hit one under the water.
Side note: I'm not sure that leeches are really the best for chitin and cementing paste, as I recall they don't drop that much of either. Attacking bugs with your frog as you have been doing is a good way to get some, and beaver dams work too, as do the bugs in caves. But if you have access to the ocean, killing dunkleosteous will net you a pretty nice chitin haul.
If you want cement paste I'd suggest robbing beaver dams, or alternatively taming a few Achatina. With 4 Achatina at my base I often come home to 400 paste.
Theres killing bugs with Beelzebufo, but I don't have much experience with that.
Not even seen a beaver dam yet or a beaver for that matter but then my base is right at the border of the cold zone on the west shore so probably no where near beavers being on the ocean coast. Guess I'll find them when I move inland more just been working on a main base that has all I need to go with.
I'll have to keep an eye out for those Achatina as I killed a few tonight not realizing until seeing your response what they put out. What do they feed on for taming???
On the island, the closest beaver location would be the little river inlet nw of the redwood biome. Next closest would be its ne river side of the redwood biome or north of that location just north of the rocky pillars in that gorge. in the river area there or Hidden Lake.
There are only around 6 ish location of beavers on the map but their spawn chances also depend on the rng and the hostiles in the vicinity who might kill them as soon as they spawn.
E.g. a leech won't attack you while riding a bary if you didn't attack it before.
