Flyer Speed Leveling changed?

Last time i hosted a private server I set ballowflyerspeedleveling=true
Did this again but seems to be not working
its in the game.ini and gameusersettings

Did the name change?

No, that setting is correct. It goes into the game.ini file.

Server Settings is the gameusersettings.ini file, not the game.ini. I believe that command is game.ini only (at least, the wiki lists it as such). And the header for the game.ini file is [/script/shootergame.shootergamemode]
