just remember, what the dino is can be just as important if not more important then the level of the dino.
you can also adjust how the stat points affect the dinos (both your tames and the wild dinos). you can make the game as easy or hard as you like.
It won't change all the existing dinos, but only begin to take effect as ones die and are respawned. Super slow process.
A quick way to speed that up is to use an admin command called "DestroyWildDinos". The upper case letters aren't required, it's just done to make it easier to read. You can type the command in all lowercase. The destroywilddinos command literally causes all untamed dinos to disappear. The game will slowly begin the process of re-spawning them, and if you've changed the settings, they re-spawn with the new settings.
In single player mode, you don't need permission or anything to use admin commands, you just hit tab, and then type destroywilddinos in the black bar that appears. BUT... be somewhere safe when you do... it's going to cause a massive lag spike, and then slowly all the dinos will respawn. It'll lag for bit while it's doing that. And as it's respawning, you can see stuff spawn in areas that you've never seen before there (like spinos on the beginning beach zones). If any apex predators spawn, they'll slowly move away. If they don't, either kill them if you can, or just use destroywilddinos again, and re-roll what spawns.
To get the max level of dinos up to 150 (which is what official servers use), you would need to change some setting in the config files. Not super hard to do, but a bit more involved to explain.
I really recommend just getting spawns up to 150, and play it that way. I mean, a level 15 rex is going to kill, so will a level 150. But level 150's are going to have WAY better stats when you can actually tame them, making them more useful. Same goes for all other dinos. Some of the smaller dinos can't even be ridden at lower stat levels: when you try to ride it, your weight will immobilize the dino. Higher level ones with more levels in carry weight will actually be rideable almost immediately, without you having to sink every single experience levelup into only carry weight.
I've killed them bunches of times in the past.
Now on the island and on the paid dlcs, my experience is these like to spawn wild dinos with a STRONG BIAS towards low levels. Where as dlcs such as The Center, or Ragonarok its more common to see high or max level dinos. For instance when it comes to getting a T-rex army I often reccomend the volcano island/half burnt island from The Center dlc for getting your high level rexes. Or the Center's tundra for Yutty/dire wolves/mammoth/deer. Or Ragnarok for your dire bear/wyvern needs. Or valguero for equus/Ovis (Though rag is good for equus too).
Or say you want swamp dinos like say bary onyx, beelzebufo, sarco, dips, kap, Ragonarok is absolutely fantastic for that, where as the island can be grueling to get 150s of them.
If you want a 145/150 of a certain dino, it can be in your best interest to look on free dlc maps if you fail to find good level ones on the island/paid dlcs.

To kill alphas you ideally want to trap it in a metal trap or shoot it from a height such as a cliff.
At your stage of game its unlikely any of your dinos could win 1v1 with an Alpha raptor.
They dont give much except for a fair bit of xp, so consider that before you take him on.

Alpha raptors can become extra dangerous if they spawn as a pair that are different genders. As they get multi boosts from each other. If they are also high level, they can become very hard even with a tame.

Yes, you can play every ark with the same character. Or you can play every ark with a new character. Or play some Arks with the same character. Or play 1 ark with multi characters.
If you reach the red, blue, or green obelisks (The huge floating structures), you can exit the Ark you are in. Where you can remove your character from that ark, and go to another ark. Or remove your character from the ark and create a new character, or delete your character without deleting whats been done to the ark itself.
The obelisks can also store a limited number of items or tames to send to other arks. Or store them to be brought out at a different obelisk. For instance if you mine metal at the blue obelisk, put it into it. And fly to the green obelisk where you live by, you can take that metal out that you put in. Which can be quite useful.
Also, it can be argued that raising the max wild level actually makes things a lot easier in the long run. Because the creatures are higher level, when you tame them they gain more bonus stats than a lower level, so the difference between your tamed dinos and the wild ones becomes more pronounced. Some even say that lowering the max wild spawn level actually makes for a much harder game and is more balanced, because there is less of a power gulf between tamed dinos and wild ones.
If you are interested in getting higher levels on the map without resorting to increasing the wild spawn levels, I would recommend this mod below. It forces creatures to spawn at higher levels within the config settings' difficulty range, but does not artificially inflate the max wild spawn.

That makes sense. I raised difficulty a little bit, only to 0.5. With this my tames are very similar to wild dinos. :)
When you do, try a map with wyverns or other flyers who can deal ranged damage while riding on them. https://ark.fandom.com/wiki/Wyvern
On the other hand, obtaining a tamed one isn't easy, either.
When doing so, do I lose all the stuff that I have with me? Or I get to the other map with full inventory?
And, can tames be transported from one map to the other?
