This isn't necessarily true. I've gotten rex/spino saddles in red drops aand tek in both white and cyan. The drops are pretty random AFAIK. I've also gotten tek from green and purple as well. Most consistently tek from orange but cyan had quite a bit too.
Until the dev kit is released we'll never know the true rates.
Maewing saddles, on the other hand...haven't had one, not even primitive, let alone HQ...
You CAN. (I once did.) But Gen 2 drops seem completly random. you can as well find thatch-building parts as tek-parts, including at least the astrodelphis-saddle.
An otheer option is to fight an ascension boss at alpha-level (doesn't matter whom; Ascension bosses are: rockwell at aberration, master controller at Gen 1, Observer (I beliieve that is the name?) at Island or the King Titan at extinction..) or leveleing a chibbi AND fiinding all explorer-notes at Gen 2. So you can achieve level 120 and learn it directly.
But you still must defeat any boss, to get the Tek-replicator, so you can craft the saddle. (You can't at mission terminals. The tek-replicator is built there, however. At least at Gen 2.)
You DON'T need to learn the engram - at least not at Gen 2 to use the saddle. Allthough the description says otherwise.
But ultimately after the laser range nerf they JUST dropped, you hardly have the time to get a bead on a target, and the damage nerf from before just ultimately leads me to believe they are not worth taming on PVE, IDK now useful they still are in PVP though.

Had to go back to the island and actually ascend to make a dolphin saddle. I know, the horror.
