Unlike on land where you can harvest the rocks and cut down the plants...the sea, you just have to keep looking for a better spot without the 'Ground clutter'
The Ground clutter on land is just glass that is not really there (you can build on it) the Ground clutter in the sea is really there and stops buildings, so can not be 'turned off'
Best way i found to avoid it use k camera from below ground.
Of course, I play on PvE, and a pillar wall won't keep out players, so it does depend on what you need the wall for...
