Difficulty offset has a range between 0.1 and 1.0, so that is normal that it resets for values higher than that. Once that is set to max, the override is what adjusts the levels beyond that.
There may be a couple of factors here. Some maps treat the difficulty settings different to others, so you have to account for that when setting said difficulty - what map are you playing on?
And also, what creature was the level 109 that you saw? That could be important as tek creatures and special creatures like wyverns/rock drakes/etc have bonus levels added on top of their default, so if it was one of those you saw it would not be an accurate representation of the level curve your game is currently using. What is the highest non-tek, regular dino you have seen?
Being stuck below 150, max difficulty in the host settings is just plain boring. And really don't see any mods that actually work that raise the level cap.
I know that ASM allows you to that. Having once been killed by a level 1121 Compy. But I don't do dedicated servers anymore since I can't get it to run. Even though I had the exact same setup each time.
But since I like to play with friends, it's non-dedicated (multiplayer). Easy, no trying to figure out everything I need in a batch file. No wondering why I keep getting red colored errors that break the game and how to fix them. No wondering why it's LAN only and never being able to fix that. And I spent countless hours trying to fix that.
Dinos can spawn in steps of 30, multiplied by the override you put in. So an override of 1 would give 1 x 30 = max level of 30. An override of 5 would give 5 x 30 = 150. And as you say, an override of 10 would give a max of 300.
However if my numbers are right, there are no override settings below 10 which would include 109 as one of their thirty steps. So it seems something really weird is going on with the spawning in your game, something confusing.
There may be two possibilities as far as I can see.
1) Could the number the game is using actually be higher than 10, and you have not found a max level dino at whatever that multiplier is so as to know what the max is? I haven't counted up with multipliers higher than ten, so I don't know what the first multiplier would be that would give you a step number of 109. Do you have a build mod such as S+ or SS installed, and if so could you use admin commands to spawn in a tek transmitter and use it's dino scan ability to get the full range of creature levels across all the map? That may give you a more clear picture of what level range your game is currently working with. You could destroy the transmitter again afterwards to avoid cheating.
2) Do you have any other mods on your game which might be interfering with the difficulty or the spawn mechanics somehow? Perhaps something like that is overriding the config settings and causing the problem.
As to running a dedicated server - I really would recommend that if possible, because it would avoid the non-dedicated session issue of tether distance and being teleported to the host on zone change, plus a number of other problems with dino spawns, resources replenishing, and more. There's a guide in the guides section here on Steam which helps to set one up without ASM - I used that when I first started running servers for friends, and still use the method now when I play my solo games on a dedicated to avoid said non-ded bugs.
However I do recognise that hosting such a server isn't always possible so if that doesn't work for you then I respect that. One thing to bear in mind though is that on a non-ded, creatures will only spawn on the map in a small radius around the player, so that might also make it difficult to find high levels as the map will not be very populated at first. Using the launch option -preventhibernation may remedy that, although at a significant cost on system resources and memory. You might also have to use that launch command if you spawn in a tek transmitter to check dino levels as mentioned above, otherwise the scan would not pick up very much.
