If it's not a mountable dino, I think you're out of luck :(
EDIT: too slow >_<
These guys have pretty much covered it, Regardless of the method you use, you will need to be mounted on the Dino.
Once mounted, you can use:
-cheat (fly or ghost), move the dino out, cheat walk
-cheat teleporttoplayer <PlayerID>
-cheat setplayerpos x y z

Before doing 'cheat setplayerpos' make sure you`ll do 'cheat fly' too ;)

Zero elevation is pretty high up. Altitude is the "Z" (last value) of the X, Y and Zs above. It is safer to guess too low, as the game currently teleports you up to the surface after a few seconds if you go below the surface of the map. If you teleport too high you can drop to your death.
Of course, as always in Ark, never leave home without a parachute. Always keep it on the same hotkey and practice using it in case of emergencies.

3. Upload Dino
4. Redownload Dino
5. Release Dino
(6. Delete Transmitter)
