Or u could use a url for connection to ip... like so: steam://connect/109.237.109.171:27315

Enter the ip and use the query port instead, should be something like 27015, click the "Find games at this address" button and it should show up.
Add it to your favorites and then when you launch Ark, click on Join and in the bottom left corner make sure you have favorites selected from the drop down.
A) reboot router/modem/all one device. ( just rule out it's not bad connection/ or router isnt the issue).
B) try connecting threw steam server list.
C) do speed test ( www.speedtest.net) make sure have stable connection. 5 Mbps + download prob min,

1) steam server list
Open up steam, At top menu above store Menu (Steam/view/friends/games/Help) in small text
Steam -> View-> Servers -> Favorites-> Add a server ->
1) -> ip # here ( 1.2.3.4 ) -> Find game by this Address..
Or ( example) myarkservr.dds.net -> Find game by this Address
May need hit " Find game by this address " a few times. Its steam issue.
Steam seems have issue, if you spam refresh. You should finally get info back.
If you do not. You may have get in contact with either your isp or check make sure your router is ok. or no software is blocking access ( allow internet to connect ).
If that all fails. Try other servers. If connect fine with others, but not this friends server.
Then chances are it one server that is having issues.
Also try do power cycle of your router/modem or all in one device.
Remember router/modem or all in one devices are on 365 days a year. They do tend get bad connection after awhile.
Unplug power' wait 10 second. Plug back in. Should take Aprox 2-5 mins for re connect, depending on equipment and what connection it is.

Ps as of July/2017 my ark server has been shut down do to worst performance/ cost and lack of players. Sorry

Ever ark server will either default to 27015-27020, 7777-7779, but can be changed by the server owner or admin if they feel they need too.
The best and easiest way as I said is look via steam server list. However the server and client are STILL beta and because they millions ark servers. Steam has trouble finding them.
Also some ISP may block certain ports for security reason. Also if your router your using is OLD or hasn't been rebooted in yr or more. It's ports can get stuck open or close sometimes.
Remember a router is on 365 day a year.

I ran my server for approx 3 yrs and had my share of issues for connection and ports.
However as said the server is not opmized and still Heavly bugged. My server load up has gotten worst since the last few patchs. And lost my players so I shut down intill wc opimzes
