This config only stops New spawns
you didn't know? slow pc's can't process the replacement fast enough, so coels spawn before the game can realize they aren't allowed too. Common knowledge.

and did you check if they are Vanilla Coel or their Abberant cousins?
Hi there.. i ran in to the same problem and i did this.. add (Ocean) Between the (_BP_) Ocean (_C)
NPCReplacements=(FromClassName="Coel_Character_BP_Ocean_C",ToClassName="")
and also if trying to remove bears
NPCReplacements=(FromClassName="Direbear_Character_BP_C",ToClassName="")
NPCReplacements=(FromClassName="Polar_Bear_C",ToClassName="")

how high did you set the dinos spawn multiplicator?
