I have a HD 7950OC with 3GB DDR5 and i can play it with mostly high settings @ arround 25-35 FPS.
But only if i use this Startup Parameter:
-USEALLAVAILABLECORES -sm4 -nomansky
I also have the 4GB version of R9 380, i have no clue why i am getting lower FPS on poorer graphic settings.
Did you fully uninstall and rebooted the computer before installing the latest AMD drivers, 15.12 official or 16.1.1 beta?
How does your system handle other 3D intensive games?
I have an R9 390X, and it does very well at 2560x1440 with very high settings. I have also tried the game with an ATI HD4870 1GB card at 1920x1080, and it can handle medium settings quite well, despite also being DX10 mode because the card does not support DX11.
-sm4 =use dx10 and not dx11 (you will not see much difference,but can put ur graphic settings
from medium to hight and get still more fps then with dx11)
Also is the 25 near a base with lots of dinos?
Make sure shadows are low and motion blur is off. There are the two largest frame killers, unfortunately. Love what the shadows add.
I am unfortunately not knowledgeable on the power of that card (by number seems it is amds second teir, and should be getting a bit better at all low)
Also I wouldn't listen to people saying they have the same card and getting 35-40 oh high settings. You can be sure they are dipping below that whenever there is a decent size base and number of dinos or action on screen.
Hopefully they will work on some optimisations soon. I hear the full release is due on consoles in June so here is hoping there is some work on the engine for the PC by then.
for example: some people switch the driver setting to performance which results in lower graphic but better fps and don´t mention this which causes questions and so on.
I have the same cpu and ram but had a old HD7970 GHz Ed. which managed high settings (low shadows) with all advanced options (no blur, no grain) at 720p with 30-35fps without tweaks.
upgraded it to a R9 Nano (a little over your 380) which managed high/epic setting (low shadows) with all advanced options (no blur, no grain) at 1080p with 35-45fps without tweaks.

I will try all the suggestions and see does anything improve.
I am using a 780ti classified kingpin edition card and get 45+ fps almost constantly with a few dips into 30's in certain rare cases.
So my card is a high end card, but previous generation yet i can pull more fps on higher settings than a current powerhouse amd. This is because of how ark is optimized to run better on nvidia atm.
My statement earlier was to say if you take an AMD card and an Nvidia card of the same tier and put them side by side in ark... the nvidia card will have significantly higher fps on average.

I run this game on all epic except shadows on medium and ground clutter off at 1080p 25-35FPS. I am pretty surprised that i see people with apparently superiour systems struggle while my PC being nothing special handles the game really well. I do not know how the R9 380 stands in terms of performance but seems to be that NVIDEA cards have a huge advantage in terms of optimization from the Devs.
