Aside from that, if you could post some screenshots of your setup so we can see what you are describing, that might help people to give some advice...
Are you using mods? If you're mixing/matching electrical things from different mods or the base game, there may also be a conflict going on too.
You can get the engram for the charge batteries from Abberration, but you need congealed gas balls to craft one and you can charge them slowly on a charge node, (from Abberration and Crystal Isles) a city terminal (at the Extinction map) or by using it on a Glowbug.
This happens a lot, Check your cable placement and snaps and check if the outlet is lit up. If not pick them all up and just relay them.
