As mentioned, non dedicated issue you're referring to is related to tethering and not the maps. It is one of the reasons(and there are others) why people opt to convert their game play to a dedicated server version and just only play when they and their friends can play together.
Outside of that, we can't answer "best" for you because, quite frankly, we're not you nor your friend. Its going to be a choice up to the both of you. Outside of that if your wants are to follow the story canon progression of the game, then The Island, Scorched Earth, Aberration, Extinction, Genesis 1 and then Genesis 2 is the progression. If you dont care about that then any of the free dlc maps or even mod maps that you research the offerings of to best match you and your friend would be what you probably should consider.
However, your characters, dinos, and bases, etc. will only exist on the PC running the dedicated server, so be careful of joining a stranger's dedicated server.
If you choose not to make a dedicated server, I would suggest Ragnarok. It doesn't require you to enter water too much, which triggers the tethering, but eventually you will need to bite the bullet of entering water to obtain silica and black pearls and biotoxin (the latter is used to make Shocking Tranquilizer Darts, which is more effective than narcoberry based tranquilizers).
What Ragnarok does have is a very easy new player experience, but also has dinos that are useful for either doing end game content or making it easier to obtain dinos that will help you to obtain dinos for end game content. It also has some Scorched Earth resources.
Or any map really that has these dinos or can do similar things, but I don't think any of the maps are as easy for newbs as Ragnarok or Valguero, except for Genesis 2 and Extinction, which you've said you don't want to play the sci fi maps:
Griffin - notable because it's a flyer that you can use a taming weapon while riding it. There are other flyers who can, but griffin's are an easy tame. (Edited Note: you usually have to use a taming pen, because a griffin will fly away once it is close to being knocked out, and they can fly away very fast. If you already have a flyer that you can shoot from that can keep up with a fleeing griffin, you don't need a griffin. There are a lot of videos on how to make a griffin taming pen)
With a griffin or any flyer you can use a taming weapon while riding it can make it easier to tame a quetzal. Once you tame even a level 1 quetzal, you can use it to make a trap on it that you can use to tame any quetzal. Wyverns - In my experience, the biggest hassle with taming dinos and not using a taming pen is the threat of nearby aggressive dinos who get in the way. A high level fire wyvern kills them without risk, with little risk of harming the dino you are wanting to tame, since the fire AOE it emits is very short range. But also requires some practice to use. I used to use them to wipe out Alpha's, because Alpha's build up over time (there is a "Survival of the Fittest" effect in Ark).
The worst is as you experienced yourself: The center
I would rate them like this:

We prefer exploring, basebuidling and taming over boss fights, TEK and other weired ark things.
Tether distance is between 5-20 depending on map we play.
E.g. on better optimized maps like island 20 runs pretty smooth.
On genesis2 even 5 seems to much for the map.
It isn't a bug, it is still the tether system which is causing it.
The tether will allow you to travel a distance away from each other, but it will not allow the host to enter another zone, where a new section of the map needs to be loaded, without players being teleported to them. On most maps, caves and oceans are counted as another zone - when the host enters said zone, the landscape outside that zone is unloaded from memory and ceases to exist in it's playable state, so other players on the map are teleported because the place they are in is no longer in the game's memory.
This happens regardless of tether distance, because it has to do with loading sections of the map which are counted as different zones. It is the tether which is responsible, and no setting for said tether will fix it. Playing multiplayer games on a dedicated server is the only way to avoid it.
