This game has had local multiplayer on the pc since it came out. But not splitscreen.
Nope, local means in the house. That means LAN or splitscreen.
Local means single machine. Like in localhost.
LAN is just a multiplayer since it's networked (the main word is network, and you can't drop 'area' from 'local area' without losing meaning obviously). There isn't much difference technically between LAN and Online - both networked. Local multiplayer is whole other beast.
I wish devs would come out clearly about split screen. They announced it and not a single word about (split screen announcement had both PC and Xbox stated explicitly). I hope they will bring it with new UI.
