the best places to make your long term base when you're starting out are basically any secluded island without crazy spawns or unwarranted attention

yea true there is 2 spinos that spawn there but by time i reach the ruin they are killed. giga tends to be glitched in ruin to the east and t-rex`s usually spawn at the back of cliff in the west, so hardly see them unless they run out of food source in that spot.
Having said that, the two eastern isles are much safer than any of the jungle islands. I've only once seen a rex on either of them, generally the worst things that spawn there are carnos and raptors, and those are few and far between.
In the jungle starts, even along the beach, there are things like spinos and gigas that can wander by, and the larger interior jungle is constantly spitting out rexes.
There are smaller beach islands between the landmasses which pretty much never even spawn dilos, getting to one of them to build a base is very safe. In the center of the map at the very farthest point to the south is a large island with a volcano with no spawns on it at all, if you want to quickly build a raft and move somewhere not at all dangerous, that's the place.
You'll find raptors at every start in any map. They are standard beach spawns like dilos and dodos. Bola them and kill them or tame them, they are beginner enemies.
