You don't necessarily need to modify the Dragon's health - you could simply modify your tamed dino damage/stats using the in-game rate sliders. You could also consider dropping the difficulty (considering you're intending on going to the lengths of modifying the HP of the boss anyway).
I'm currently playing a SP game with a Difficulty of 0.2 (decided to do something different). My dinos don't have the eye-watering stats we're all used to but my dinos have proven very capable so far against the bosses. Gamma-Alpha Broodmother and Megapethicus down, Dragon is next.
Because I'm using ASM I'm not able to enable single player settings. I attempted to add it to custom game.ini but it's not working.
