Report a translation problem
Sometimes when you uninstall a game and reinstall it, it doesn't delete all of the files from your computer. I wonder if some Fjord files might be hanging around somewhere from before the uninstall, and because the game sees them there it doesn't replace or fix them, but they are broken and causing the problem? Perhaps try unticking the Fjord box in your DLC menu, then go to this location:
Steam\steamapps\common\ARK\ShooterGame\Content
and delete the folder named Fjordur completely. Manually remove it, to make sure it's definitely gone.
Then after that, go back to your DLC options and tick the box again, to reinstall it. And then go to the Local Files tab, and hit the button 'Verify integrity of game files' to force the game to check over the installation and make sure to redownload the folder you just deleted. That verification may take some time, but after that boot up Ark and see if it's made a difference.
