Find [ServerSettings] and add the following line below it:
OverrideOfficialDifficulty=5
The max wild spawn will then be 30 * 5 = 150
Edit: Don't forget to do a dino wipe afterwards.
1) Maximum creature level is set by difficulty.

A difficulty offset of 1 will give maximum wild creature levels of 120. If you want higher than that, you have to set the difficulty to 1 and then type in the number you actually want in the OverrideOfficialDifficulty box. And if you do this after starting a game, make sure to use admin commands to wipe currently spawned dinos off the map and repopulate, as that config will only affect new spawns.
2) Official canon maps like The Island are set up to favour low level spawns over high ones, to make higher levels a more rare and exciting find. So it's possible that if you set the difficulty as above, you still haven't seen any higher level creatures simply because they are so rare. That setup is hard coded into the map you play on - in order to change it you would need to add a mod like this one:

Doing what Stephen said will make the map have level 150 animals. Tek dinosaurs get an extra 20% levels for 180.
