My suggestion would be to get a better antivirus than Norton, yes. This is my suggestion and some may disagree with me, but I have seen Norton cause damage to Steam and games for a long time.

And even if disabled, there are often child processes leftover from Norton like Norton Online Backup that can conflict also and cause crashes.

If you did , you would have to uninstall it and restart your computer, then verify the game files for all games affected.
