Overall that is the problem, it all depends what you consider "Cost", for instance do you have trouble gathering polymer? Metal? Charcoal for gunpowder? What resource is it that is troubling you? Is ammo weight a factor? Crafting time?
Are you talking both ammo and weapon cost? Because Shotguns are really cheap, but their ammo is pretty expensive. Assault rifles and Fabricated snipers have the opposite problem.
Long neck rifle for the big game targets.

Jack of All Trades=Crossbow
my major problem with ark is how innefficient most weapons in this game are. definetly dont use pistols in my opinon. not even an ascendent simple pistol is efficent. the AR isnt even that good, but if you have a good BP than go for it ig, but a normal pump shotgun>AR

Yes, a sniper can be handy. But you'd have to find a really high damage, high quality one to out-damage the shotty. At close range, nothing comes close to the shotgun's raw power.
If you can farm up a very high damage sniper from crates then yes, go for the switch. But until then, if you really want to be effective, shotgun and longneck are really the best options.
Crossbow- The tried and true PVE weapon of choice for people that aren't swimming in metal.
Harpoon Gun- Best torp damage in the game at base damage but very expensive ammo. Can be fired out of water, projectile drop out of water isn't as exaggerated as the wiki makes it out to be.
Revolver- High damage output for a low weight weapon, reasonable cost for ammo. Good as a backup. <<My Personal Favorite for just derping around the map.
Double barrel- High damage at close range but woeful damage at long range. Less damage than a pump shotgun but allows you to throw a wall of lead in an instant. Good for laggy fast moving creatures due to it's power and spread. Recommended for close combat on laggy servers.
Longneck- A better taming weapon than crossbow for raw torp especially with shock darts, BUT costly ammo.
Fab pistol- Lighter pistol than the revolver, great if you are trying to watch you or your mount's weight, especially on higher dmg pistols. 1 craft makes 3 bullets, you will be swimming in ammo if you have a reliable source of mats. Cheapest ammo to make.
Pump Shotgun- standard bossfight weapon. Expensive ammo, higher dmg ones do over 2k damage per hit. Some have over 1500 durability meaning you will almost never have to replace it assuming you don't loose it.
Fab sniper- expensive to build, expensive to repair, decent dps, but no flexibility. Good for pvp but in PVE anything it can do, many other weapons can do better. Especially a high damage revolver.
Assault Rifle- Questionable application at best in PVE due to cost of ammo and weapon, better for PVP or vs small laggy dino's and use the ammo in auto turrets.
Compound Bow- PVP use mainly, when used with metal arrows it deals more damage thru armor. When used with any other arrow it does less damage than a crossbow.
TEK Rifle- Costly weapon to own and operate, takes incredible damage if you miss the target and hit a tree or rock for some silly reason.
TEK Railgun- Slow to fire powerhouse but is very expensive to own and operate. Can see thru and shoot thru walls, inclusing terrain walls.
Bottom line, most weapons in ARK have a role, and are fairly well balanced, but this is not a shooter game, you aren't intended to gun down all the dinos with guns. Hence, guns are expensive to use, although they are useful sometimes.
