Not that you shouldn't make your own story, that can be fun too.
Your suggestion sounds like any American made monster movie. Only big US cities hit. Maybe the US was bombed by all other countries and in the story the rest of the world is fine?
Not time displacement, all humans are grown within the ark and the memories of dead people are given to the bodies.

Once upon a time there was a very popular video game called Myst. Maybe you've heard of it.
That game also had an "indistinct" history and lore that was threaded through the various sequels of the game (there we six total games).
The developers wrote a series of books fleshing out the history and ultimately resolving all the many issues, questions and lore hinted at through the games.
I suggest you play that game, then read those books and see if anything in them gives you ideas on how you could introduce characters, backstory, and how you could make your book compelling.
