The best way to tame them is to start as soon as night ends and they receive their groggy effect( they gain increased stamina consumption and decreased movement speed) making them barely a threat. You can easily walk backwards and they wouldn't be able to catch you. Don't tame them when night is close since they WILL wake up as soon as night starts. No matter their torpor and you'll have to put them down all over again.
They aren't that large, just a little smaller than the Allosaurus so trapping them is pretty easy, especially if you find them sleeping during the day. You can make a fence or gateway trap base around them as they are sleeping OR lure them in after rudely walking them up. Using tranq arrows from a crossbow or Longneck Rifle will do the trick, just make sure to bring a backup and plenty of tranqs just in case you miss. You can find them in the lower levels on the Abberation map or in the Elemental Vault where a lot of high leveled Megalosaurus exist. If you're on other maps, you can find them in high amounts in the swamps on Extinction, above Viking Bay or Slosher Slope on Ragnarok.
Now, you don't need a dino to tame them at all or to be effective. You can do it on foot if you're decently geared and armed. However, you will probably want a combat dino to kill any other dinos around you as they can aggro on you or your WIP tame in the meantime. If you have plenty of ammo and a good weapon, you can do that by yourself too. Good luck
Siegfried already mentioned a couple of spots to find them, but just in case you're on the Island map - probably the best spot to locate them is the central cave, just below the volcano (also called the chitin cave). That's the least dangerous of their spawns, but they only appear in there sometimes, so it's possible you may clear the cave out and find none.
Failing that, the cave on Carno Island in the north east is another spot for them, but that area is more dangerous as it is overrun with bats and it's easy to fall off cliffs down to the bottom. I think they may appear in Lower South Cave occasionally too, but those are very rare.
As to what they are good for: I always found them to be rather lacklustre myself. Even at night time when 'powered up' they aren't as powerful as a rex, and during the day they're really weak and sluggish. But I only ever play PvE, so perhaps they have uses in base raiding and tribe wars on PvP, I dunno. They do about the same damage as an allo, but have the ability to pick up small creatures and carry them/gnaw them to death, which the allo doesn't have. When unridden they do less damage though, as they repeatedly try to use their secondary attack instead of just their main bite.
