Wolves are glass cannons, much more powerful but weak to attacks, so you have to have plenty of them to take out the enemy before they take too much injury.
Sabers are much weaker attackers, but the saddle makes them more tanky, so they can endure damage that wolves can't. So sabers are better solo or in small groups rather than a larger pack.
Both are very effective, but in different ways. So if you don't mind controlling a large pack all at once and want to take things out in seconds, go for wolves, but if you would prefer to keep your numbers down and don't mind tanking things while you fight them into submission, go sabers.
