That is not a ARK issue, it is a hardware issue, could be motherboard but can't tell for sure.
Try other high end games, does this occur with them as well?
Games such as DOOM 4 or Far cry 4.
Had this issue with a colleague who sadly had to replace his board.
By the way maybe get an I5 or upgrade that cpu if possible, it is probably bottlenecking your GPU.
No problem, it is definitely a hardware issue, could be the PCiE x16 slot that your GPU is connected to, in which case It warrants a motherboard replacement.

That could be down to anything from a hardware fault to corrupt drivers.
First thing I would do is run DDU (Display Driver Uninstaller) in safe mode to completely clean and remove you current drivers and then reinstall them.

Sounds like this to me. Sometimes that noise will sound when your driver crashes. Do you ever check the windows event logger to see if there were any errors after rebooting?
Also, do you watch your GPU temps? Is your GPU overclocked?
But ya try a clean install with DDU like WarmedxMints suggested.
Startup ARK with "reset resolution", once you get into the launch window go to options and make sure you have 'windowed/fullscreen' enabled and not just fullscreen. It's a bug, the game doesn't always like being put in fullscreen.
