The console isn't lying. I'm watching videos on YouTube. There's no stutter or huge drops like on Steam. They need to fix this. Think I might just buy the console version.

What are your settings?
Put them low enough and you'll see 60 fps as well(especially resolution scale). Just depends on how ugly you want the game to be.
Also the PS4 Pro is more optimized for the specific hardware. Not your random setup of different hardware.

The console pushes up to 60fps. The highest I get on PC is 45. How do I bring down my resolution on PC to 720p so I can keep a steady 30-40 fps?

Something seems wrong with your PC. On a 970 and a 6 year old i7-930 I get a smooth45-60+ fps at 1920x1080 with high/medium settings. And it looks vastly superior to the console version

My friend plays ark @ epic settings with a 980 and get 50 fps. I have a 770 and get 35 fps on high

Could it be because I created this base:

And there's too much in one place?

I have an i7 and don't understand why my fps is so bad. Everything is on high, as per their recommendation.

Definitely the cause. Performance degrades the more structures there are, the worse it gets. The bigger you build, the lower your FPS go. Also, anything glass will tank your FPS. I have a quite beautiful modern house on the top of a waterfall, with a lot of glass panels from the GlassMetal mod, and at high settings with a gtx 970 I go from 50-60 FPS to 29-30 FPS, sometimes 20 FPS. Equally, a skyscraper tanks my fps from 50-60 FPS down to 35-45 FPS.

I see. Shame, cos that base is a masterpiece. I'll have to join a PVE server.

We are all expecting the full game release to be MUCH better optimised, right?

You said it, "expecting". Even so, assuming the game does get optimized by quite a lot, there will always be a disappointing limit in how far you can push the game as far as building goes. I'm building a massive multi-epoch city on the entire floating island on the Center, so I can definitely share your pain.

I would love to see what a monstrous base would do to a console

ps4 base mode 680p 30fps in detail mode ~20fps even on ps4 pro

Its about configuration, PS have one set of parts, and porting something there is easier than with PC specs.
