yeh all on same drive and all are from steam workshop.
If you looked at his screen pic, he's showing from the single player menu (ie not trying to log into a server). He shows zero mods listed.
Even if he were to exit ark, he'd still show downloading mods at the bottom of his steam browser.
If you do not have any "downloading" message in your steam browser at the bottom(ie still downloading mods you had selected from the workshop, and you 100% show mods listed in your single player and multiplayer file locations for arks mods in the actual files on your drive, then here are my suggestions otherwise:
In this order:
1. Unsubscribe from all mods(all).
2. Exit completely from steam.
3. Delete the mod folder(all of it).
4. Log back into steam.
5. (Just as a placebo/precaution) verify the integrity of Ark's game files via right clicking ark in your game library to the appropriate tab location. Keep in mind that almost always the reverifying will signal 1-3 files requiring to be downloaded as they are dynamic files that change related to server lists.
6. Through the workshop with steam open, subscribe to the mods you wish to have.
At that point look at the bottom of your steam browser for mods being downloaded. If you see none being downloading you may have another issue going on. Otherwise, wait until all mods you've subscribed to have downloaded properly.
7. Click to play ark. From the main ark menu screen, wait to see if any mods also are downloading(some trigger only when you're in Ark's main menu. If you do, -wait- until they have completed downloading.
8. Then look at your single player game menu screen for the mods being in the bottom right list. If there are then you've resolved the problem. If they are not then something is amiss and you may need to consider uninstalling and reinstalling ark(but unsub again from mods before you do just to make things less complicated).
But I'm not talking about downloading Ret, I'm talking about installing. They're two different things. You can sit and wait in the Steam browser until all downloads are complete, but when you start Ark up you still have to wait again at the main menu while the mods actually install, otherwise they won't show up in game.
In the bottom right of the main menu screen, before you get to the single player setup menu, it has a dialogue saying 'Installing Mods # of # (Modname)' or something of the like. It has to go through this step even if the mod is fully downloaded in Steam's browser, otherwise the mod will not be active in the client.

unlike you i have subbed to 10 mods but only 9 are downloading and installed... s+ just not playing ball but does say subbed workshop lol!
