I'm afraid you may have to provide more context so people can help you better. Are you meaning the dragon boss on the Island map, or a dragon you own from a mod? And what do you mean by 'not move', what issue are you experiencing exactly?

I play the map ragnarog and I got a dragon when I ride it no problem but when it comes down from it it starts and wanders everywhere this is my problem

In the circle menu (radial menu) you maybe need to disable wandering.

For the record, wyverns and dragons are very different as wyverns are the tameable ones and dragons are the untameable bosses (but tameable through mods). Calling wyverns dragons will cause some confusion lol.

Anyway, I'm assuming you just recently hatched that wyvern, all baby dinos have wandering automatically on after being born. You simply have to hold E button on the wandering dino and find the disable wandering option, that should fix the wandering problem.
