Yes. You should absolutely be sacrificing every available troodon to appease the Ark gods that live in the Volcano. Only when all the troodon are dead will they grant you favor and spawn a tek Quetz. Wildcard must have forgotten to put this in the patch notes.

Update: CF mod was updated to have VANILLA TEK Quetz to spawn only for now, they are normal TEK Quetz and not CF TEK Quetz (cannot level speed).
SF mod still has no TEK Quetz, maybe Friday according to the mod maker.
And ... I already did a DestroyWildDinos, then I spawned one for them I haven't told them about.
