If you own Windows 10 PC version that you brought from Microsoft directly, then you can play with Xbox players
PS4= Closed platform
Xbox= Crossplatform with Microsoft's UWP(Universal Windows Platform) version of Windows 10(ie not steam version). Xbox owners can get a free version of Ark on this platform for their pc though.

Actually there have been a few in the past. I think the MMO Final Fantasy 11 was the first game to feature cross platform across PC, Xbox and Playstation, and there have been a couple since then too. Rocket League springs to mind - that had full crossplay when it first came out (on console release, since PC release was a good bit earlier), although I think recently Microsoft have closed that one down and only allowed Xbox players to play with other Xbox players.
There are 9 steam games with cross platform with xbox... and Ark is not one of them.
