With the character, either get the file and create a backup of your character or try uploading that too, I think it should work like a server. then just load the map you want to use and click "download character" instead of create.
It does work, I'm on the same character I started on the island, moved to Rag, and now Valguero.
Upload the gear and critters you want to take with you (with the caveat of normal transfer restrictions and some mod items may not upload) and upload your character. When you go to the new map and get to character creation, it will show that you can download a survivor, so pick that and you'll load in with your uploaded survivor. Then when you can get to an obelisk, you can download all your other stuff.
That said, you can certainly take everything with you, but I prefer to just take a few key critters, usually extras, and key gear I want. Having a leveled character with engrams unlocked is already a huge advantage on a new map, and I like not feeling I need to rush to an obelisk. Start a whole new critter collection on the new map. That also leaves you the option of going back without having to upload absolutely everything again.
However to answer your query - no, if you try to transfer cryo'd dinos in single player you run a very real risk of data corruption and the creature being lost. Cryopod creatures can only be transferred on dedicated cluster servers, because the way clusters handle the data transfer between maps is different. On any non-clustered server, or solo games, you have to upload the creature at the obelisk instead.
Its about not contaminating information from different times. Things change. Perhaps take your own advice when getting mad and resorting to profanity...?
